First, it did not foresee what was happening in our schools. Second, what the system has done in regard to the recognition (finally) of the inadequacies of schools has had httle effect, to indulge understatement. What I am saying is true in Europe as well as in the United States. The European participants in the conference left me in no doubt on that score.
