On October18, 1895, Timothy Richard became an important person in the government. At the suggestion of the tutor of Emperor Guangxu, Weng Tong-he, he wrote a proposal to the Emperor suggesting the changes of the educational system, one part of the proposal was to suggest to establish the Ministry of 26 THE RISE AND FALL OF FU REN UNIVERSITY, BEIJING Education, and to establish elementary schools, middle schools and universities…’10 Some other scholars in China who did rather extensive research on Christian higher education, such as Professor Zhang Kai-yuan who is the editor of a series of books on Christianity and China11 and Xu Yihua, all made references about the interactions between Christian higher education and Chinese higher education.

Yet there were two major universities and many seminaries under the auspice of the Catholic missionaries before Fu Ren University was established. They were: Two Jesuit universities: Aurora University (Zhen Dan Da Xue) in Shanghai and Hautes Études (Jin Gu Da Xue) in Tianjing. These two universities were established and run by the French Jesuits. Numerous seminaries were owned by different religious orders to train priests. They were in many places in China and are discussed as the following. Other Catholic Universities: Aurora University, also called Zhen Dan Da Xue in Chinese, was founded by Ma Xiang-bo who invited the French Jesuits to be on the faculty.

43 After the Japanese attacked Pearl Harbor in 1941, the United States and Japan became enemies which caused many troubles for Americans and their institutions in China. Many American Protestant Church owned higher education institutions were forced to move inland, including Yan Jing University in Beijing. While most of the colleges and universities moved out of Beijing, Fu Ren University continued its operation in Beijing under the leadership of German missionaries. Once again, Lee accuses the university was cooperating with the Japanese by allowing the Japanese authorities to visit the campus and to conduct investigations, as well to carry out occasional arrests.
