Example text

An historical memory that stops at a postulated great divide in 1945 encourages aspirations for “new eras” and the like. Since the past provides the only evidence upon which theories may be constructed, the time is long overdue for strategists and arms controllers (if these be separate categories) to seek out the relevant past in a systematic fashion for the purposes of policy-science today. ) The development of atomic energy for military purposes produced a discontinuity in individual weapon lethality unprecedented in history.

The pre-nuclear heritage for the nuclear-age student of strategy is rich and varied, both as raw and unfiltered events and, though to a much lesser degree, as reflected in the literature. The substantial neglect of this heritage may not prove well to have been a tragedy for the conduct of public policy, since even the best of all possible scholarly communities cannot guarantee political wisdom. But, this neglect does constitute a gratuitous impoverishment of the contribution of strategic studies as a policy science.

As a naval historian and theorist of the first rank, Bernard Brodie was, of course, fully aware of both the continuities and the discontinuities in strategic problems and thought effected in part by the development of nuclear weapons. However, the overall impression left by the first four chapters of Strategy in the Missile Age is one of an era marked by strategic intellectual “poverty” and by military malpractice. The statements in a positive vein are swamped by the generally negative thrust of the argument.
