Secondly, the weather conditions in the whole month of January and practically the whole month of February would make it extremely difficult for all concerned to take part in the elections during these two months practically in all the States and Union territories north of Vindhya Hills. Therefore, the Commission decided to make its recommendation to the President for the issue of the writs under section 14 of the Representation of the People Act, 1951 only in the last week of January and the first week of February, 1971.

At the time of the Fourth General Election in 1967, the number was much less. It was only 2,67,555 and at the time of the Third General Election in 1962, it was still less, namely, 2,38,568.
