Regular teachers of ten do not know what to do with handicapped pupils (Bürli, 1985; Galliani, 1982; OECD, 1985). The in-service training programme (varying from two or three days to a month) did not lead to improvement, and a lot of teachers did not attend the training (Bürli, 1985; Galliani, 1982). The support teachers have made less contribution to integration than expected. In many cases these teachers cannot cope with handicapped children (Galliani, 1982; OECD, 1985). Furthermore, co-operation between the class teacher and the support teacher is often problematic.

Because of the effort to achieve equality between pupils, differentiation is avoided as much as possible within regular education. Education is aimed at maximum integration and, through that, normalisation of handicapped pupils. Although differentiation is avoided, a strong emphasis is placed on individualisation, which is manifested in the large variety of special instructional facilities, in which integration of special and regular education is stressed. This means an emphasis on individualisation within the class or working unit.

These boards evaluate, inspect and provide advice and guidance to the educational system; they draw up curricula, distribute funds for research and provide counselling services in special education.
