How do these and other information sources convince a voter to make a decision? The shelves hold an inventory of theories and models, each claiming to account for the influences on voting behavior. Implicit in the choice is power: the campaign consultant who understands the calculus of forces in political persuasion, it is thought, can manipulate the variables with predictable outcomes. In practice, however, those outcomes have been less than satisfying.

Several characteristics emerged. The affected voters, as you would guess, found their opinion leaders highly competent, that is, knowledgeable and skilled in their judgments. They were seen as capable of evaluating the evidence and drawing correct conclusions. Second, the persuaded ones trusted their opinion leaders because they shared the values and the goals of the group. Unions call this solidarity; at least they did before leaders began earning corporate-size salaries. Third, those who were persuaded valued physical contact with the persuaders in group activity.

Network television aggregates audiences with common-denominator programming; the Internet splits audiences with special-interest attractions. Moreover, the Internet arrives at a time when we are immersed again in a centuries-old political debate about individual vs. community rights. After all this time, we have not yet settled on the apportionment of these rights. Public sentiment runs hot and cold, and most recently—since the 1980s—a rightward pull from lawmakers has moved the population perceptibly toward the view that the unfettered pursuit of self-interests will, in the end, work to the greater good of the community.
