You are talking to several other agencies as potential partners. Your predetermined selection criteria include: • That the service be available on an as-needed basis • That the service provider be familiar with the non-profit sector • That the fee for service be lower than that charged by private sector providers You give each potential partner a score based on how closely it matches these requirements. The score for the criteria leads to the ranking in the last column, or the ranking can be tied to the number of criteria met.

The group and the structure are co-created through process and dialogue. Power is shared among the organizations of origin. Within the TS, information flows horizontally between member organizations as opposed to vertically. Clearly, a TS needs a different form of structure than is found in hierarchical organizations in order to facilitate work and information flow. The culture of a TS may incorporate the cultures of originating organizations, or an entirely new culture can emerge. It all depends on the conscious or unconscious decisions TS members make about values, beliefs, and assumptions.

In the private sector, critical data could emerge around marketing, competition, economic trends, or any aspect of doing business in the world today. This phase can take anywhere from five minutes to a lifetime. Is it a developmental phase? I believe so. If a problem is not identified, if people don't say to themselves and others that they need to solve it, nothing will happen. In the management literature on alliances, academics emphasize the need for a champion or change agent to develop a successful alliance.
